The 44-year-old Downes Crediton club professional and former West Region PGA Order of Merit champion finished two points clear of Adam Frayne (Yelverton). Austin won three times in eight appearances at Tavistock, East Devon and Trevose.
It was the eighth time in his career that Austin had claimed the title.
He was presented with the trophy at the last meeting of the year at Exeter Golf and Country Club where Jon Langmead (Exminster) won with 39 points, one better than Frayne with Ashley Moon (Okehampton), Tom Jessamine (Woodbury Park) and Ben Martin (Exeter) third on 36.
