Cirencester head professional Ed Goodwin won his second Gloucester and Somerset PGA medal this year at his home club.
On a bitterly cold and sometimes wet day, Goodwin was the only player to match par after posting 36 Stableford points.
The 43-year-old beat last week's winner George Ryall (Worlebury) and Giuseppe Licata (Chipping Sodbury) by two points.
The Stableford points system was used after a sharp frost led to some interesting bounces at the start of the round for many players.
Goodwin was one of only two participants to beat the front nine par of 35 as he carded birdies at the third and sixth to counter his only bogey at the second.
It was more difficult heading back into the cold wind but he carded seven pars, as well as a birdie at the 16th and a double bogey at the short 11th.
Ryall continued his good form with his third top three finish in succession, while it was Licata’s third runner-up finish since the turn of the year. He now leads Goodwin by more than 50 points in the Total Triumph Order of Merit.
Henbury assistant Michael Hunt was fourth with 32 points, one clear of clubmate Luke Derrick.
